Operating Rules For Mathews County

Transfer Station and Convenience Center

General

The Virginia Peninsulas Public Service Authority (VPPSA) is a regional governmental organization dedicated to providing solid waste management services to its member communities which are the Counties of Essex, James City, King and Queen, King William, Mathews, Middlesex, and York and the Cities of Hampton, Poquoson and Williamsburg.  VPPSA operates the transfer station and convenience center in Mathews County as part of an integrated regional solid waste management system which also includes the Counties of Essex, King and Queen, King William and Middlesex.

These operating rules have been developed in conjunction with representatives of Mathews County and provide the guidelines for use of the facilities in the County. 

These operating rules may change without notice to improve service to the citizens of Mathews County or if required to comply with local, state or federal rules and regulations. Any exceptions to these operating rules must be authorized by the VPPSA Executive Director.

Safety

The safety of facility users and VPPSA employees is of prime importance and these operating rules have been developed with this consideration.

Smoking is not permitted on site except in personal vehicles.

Alcoholic beverages are not permitted on site.

All scavenging is prohibited.

Except as specifically directed by the site attendant, all material delivered to the site must be placed in a compactor or in one of the containers at the facility.

Intent

The convenience center is designed as drive through facilities to maximize convenience to users with small loads.  To expedite traffic flow, prevent accidents and safeguard facility personnel, users of the convenience center must pull up next to the compactor.  The facility is not designed for users to back vehicles up to the compactor.

Users with loads that must be unloaded from the rear of the vehicle must use the transfer station.  The transfer station is designed to allow vehicles to back up to the compactor to unload.

Access to the facilities is available only during the posted hours of operation.  An attendant will be on site at all times that the facilities are open to assist users.

Responsibility of the Attendant

The attendant is responsible for overseeing the operation of the facility and enforcing these operating rules.  The attendant is charged with confirming and enforcing the eligibility of users at the facility.  The attendant is responsible to direct users to place waste and recyclable materials in the proper locations.  The attendant may assist users of the facility, but is not responsible for the unloading of any vehicle.

Access to the sites will be available only during posted operating hours.  Operating hours may change as a result of inclement weather or other uncontrollable circumstances.

The transfer station and convenience center will observe the following holidays:

  • New Years Day
  • Independence Day
  • Thanksgiving Day
  • Christmas Eve (Half Day)
  • Christmas Day

Approved Users

Residents, small businesses and property owners of Mathews County are approved to use the transfer station and convenience center subject to limitations and restrictions described in the following sections.  Contractors with small loads, as defined below, with a valid building permit issued by Mathews County may use the facilities.  Some governmental organizations may use the facilities with approval of the VPPSA Executive Director.

The following are explicitly prohibited from using any of the facilities in Mathews County.

  • Commercial Waste Collectors
  • Any user with any waste generated outside the limits of Mathews County
  • Any user with loads including any of the Unacceptable Wastes described below

Acceptable Waste

The following will be accepted at the transfer station and convenience center

  • Household waste from residents and property owners of Mathews County
  • Business waste from small businesses with limitations and restrictions described below
  • Small loads of construction and demolition waste from contractors with limitations and restrictions described below

Unacceptable Waste

Certain types of wastes will not be accepted.  The size of loads will be restricted and the size of materials in the loads will also be restricted.  These restrictions are based on legal requirements, health and safety considerations and potential impacts on equipment used to compact and haul the waste. The following will not be accepted at any VPPSA operated facility in Mathews County: 

  • Hazardous, toxic or regulated medical wastes
  • Asbestos
  • Loads with ashes or other waste which is hot or may contain live embers
  • Any wet loads with free liquids
  • Loads of soil, bricks or stone
  • Land Clearing debris and/or large stumps
  • Any brush or lumber longer than four feet in length   
  • Materials with offensive odors
  • Any waste material that could damage compactors or containers
  • Any large load – defined as larger than a full pick up truck load

The following will not be accepted at the convenience center, but will be accepted at the transfer station:

  • Bulky wastes such as couches, mattresses and box springs, that cannot fit in the compactor hopper
  • Roofing materials with limitations and restrictions
  • Construction and demolition waste with limitations and restrictions

Conditions for Acceptance

Certain types of wastes will be accepted with conditions as follows.

  • Household medical sharps (needles, lancets or syringes) will be accepted, but must be in a sealed puncture resistant container
  • Small animal carcasses will be accepted provided that they are double bagged and the attendant is notified of the contents of the bag
  • Agricultural pesticide containers will be accepted only after they have been triple rinsed and crushed
  • If a user requires more than twenty minutes to unload a vehicle, and others are waiting to dump, the user must return to the end of the line to provide other users the opportunity to unload
  • For vehicles and trailers with dump capability, a maximum of two cubic yards (the volume of a full size pick up) will be accepted.  Depending on the waste material, the waste may need to be unloaded by hand or dumped in several smaller loads to prevent damage to the equipment.

Recycling

Users of the facilities are encouraged to use recycling containers for all recyclable materials.  Details of the recycling programs offered by VPPSA are available in other documents.  The following opportunities for recycling will be made available to the users of the facility

  • Plastic, glass, and metal jars, bottles, jugs and containers
  • Mixed paper
  • Corrugated cardboard
  • Scrap metal
  • Used tires  
  • Lead acid batteries
  • Rechargeable Batteries
  • Oil and antifreeze
  • Cooking Oil

Doors must be removed from all refrigerators and freezers

A maximum of twelve tires per year will be accepted from residents and property owners.  Tires will not be accepted from commercial operations.  Details of the acceptance of used tires are included in the Mathews Tire Acceptance Policy document prepared by VPPSA.

Oil and Antifreeze will be accepted only in containers with a volume of five gallons or less.

Direct Haul to the Landfill

The county will not pay the fee for any load that does not meet these restrictions and must be delivered directly to the landfill.
